Web design, as with anything, is a skill that you absolutely can learn.

I am a professional Web and Graphic Designer based in Ireland (but originally from Southampton in the UK).  I have often been asked by friends and contacts if I could teach them how they could build and publish their own web site online and more importantly, how they could make money from it.

It doesn’t really matter what else you do with your website or blog, if you cannot drive traffic to it then your efforts are somewhat wasted.  Unless, of course, you are not trying to monetize!

Additionally, the traffic has to be targeted.  Again, it would be pointless having thousands of visitors if not one of them is interested in what you are talking about.
